The article is focused on foreign experience of cooperation between the State and public sectors in providing social services. Despite the fact that the cooperation between the Government and non-governmental organizations in this sphere is constantly evolving and improving, however, their relationship is quite paradoxical: on the one hand, the authorities clearly recognize the importance of the activities of non-governmental organizations for the society; on the other hand, they cannot avoid confrontation with them.

Key words

State, public sector (NGOs), the principle of subsidiary, the principle of mutuality, sources of income, cross-sector cooperation, mixed market of social services, mixed economy of care, private sector, non-profit organizations
