1. The Editorial Board has the right to edit the manuscript without changing the scientific content of the author's text.

1.2. The Editorial Board has the right to reject manuscripts that lie outside the stated aims and scope of the Journal or do not follow the format specified by the Journal.

1.3. The Editorial Board has the right to check submitted articles for plagiarism with the 'Antiplagiat' duplication-checking software.

1.4. The Editorial Board retains the authority to send manuscripts for independent (internal) peer review.

1.5. The Editorial Board has the right to publish articles of post-graduate students at no charge.

1.6. The Editorial Board has full and final authority to include information about the authors of the articles to the Journal.

1.7. The Editorial Board makes every research article published in the Journal immediately accessible on the web-site to everyone, at no charge, and sends all published research articles to Russian and foreign libraries and databases (see Articles 1286 and 1238 of the Civil Code of the Russian Federation).



For a scientific paper to be published in the Journal, the author must in person (address: ul. Radio 10a, Office 98) or via e-mail ( provide originals or facsimile copies of the following documents:

1. Application form (in printed form and on electronic media) - download the application form.

2. Registration form (original or facsimile copy) - download the registration form.

3. Consent for personal data processing - download the sample consent form;

4. Extract from the minutes of a meeting of the department (division), where the work was done - download the sample extract.

5. [For post-graduate students and candidates for a degree of Candidate of Sciences (PhD)] Review of the scientific supervisor.

6. [For post-graduate students] Original copy of the certificate of admission to doctorate programs.

7. Manuscript in electronic form.



3.1. Manuscripts should be prepared using Microsoft Word (Native Word .doc or Rich Text Format .rtf). The recommended line spacing is 1.5. The printed text should normally be in 14-point Times New Roman type, with 1-inch margins. Condensed spacing is prohibited.

3.2. The manuscript (including an abstract and references) should be no more than 6 to 10 pages long (from 12 to 20 thousand printed characters with spaces*), which is governed by the technical possibilities of the manuscript preparation for publication. The publication of longer articles is authorized by the Editorial Board of the Journal.

3.3. Graphic materials should be arranged in the following way:

- Tables, schematics, drawings, photographs, diagrams and figures should not exceed the specified page size, with the font being at least 12 points.
- Tables and figures should be formatted so that they have to be read horizontally (left to right).
- All equations should be designed with the help of Microsoft Equation Editor or in the form of clear images, the enumeration being done in round brackets.

3.4. The article should be preceded by the following information:

a. Universal Decimal Classification (UDC).

UDC can be provided for at the MSRU library or can be found online in Russian at

b. Full name of the author in Russian and English.

c. Institutional affiliation and mailing address of the author in Russian and English.

e. Abstract in Russian (500 – 1000 printed characters with spaces) under the heading 'Abstract'. See Abstract Guidelines.

f. Abstract in English under the heading 'Abstract'.

g. Keywords in Russian (about 5 – 7 words, main general scientific terms or terms accentuating the performed research, ordered from the most general to specific ones and relevant for research description) under the heading 'Keywords'.

h. Keywords in English under the heading 'Keywords'.

3.5. References must adhere to the style specified in the State Standard (GOST R 7.05.-2008) (see System of Standards on Information, Librarianship and Publishing). Authors are responsible for the accuracy of references, particularly author names and page numbers.

a. Links to an appropriate bibliographical reference in the text from the numbered list of references are given in square brackets (for example, [18, p. 65], where p. is the page number). If the reference includes several works used, they are separated inside square brackets by a semicolon (for example, [4, p. 15; 5, p. 123].

b. The complete list of references should be presented at the end of the paper under the heading 'References'. References should be numbered and arranged in alphabetical order rather than as a sequence of links in the article [the first link (of the paper) in square brackets may, for example, have number 2 or 18].
At the discretion of the author, the list of references can be arranged in a different way, i.e. have the title 'Sources and References' and, accordingly, contain the heading 'Sources' and 'References' while maintaining the numbering of the list in ordinal sequence.

3.6. The paper may contain references and other relevant information in the form of footnotes: links to archival sources, materials and private collections, as well as the author's notes and comments. In contrast to references given in square brackets, footnotes are placed at the bottom of the page and should be inserted using standard Microsoft Word tools: Insert → Header & Footer → Footer.



4.1. The electronic journal 'Bulletin of Moscow Region State University' is published four times a year (one issue per quarter).

4.2. The journal publication takes on average a month to appear. After a positive decision of the Editorial Board, in addition to translation of the abstract, the paper is edited, proofread, typeset, and published. The date of publication of the research paper is considered to be the date when the article becomes available on the web-site of the electronic journal. The date is given on the Journal's website and published in the header of the article.

4.3. Manuscripts are accepted on a set schedule (the schedule of acceptance of articles can be changed at the discretion of the editorial office):
