Abstract


The article is devoted to the analysis of the processes and technologies use by the ruling party and the managerial elite. It is stated that the strategy of loyalty to the managerial elite has become the most effective due to the changes in the election legislation. Besides, this strategy is being converted into the administrative resource used for bringing pressure on the voters’ electoral behavior. The managerial elite’ electoral tactics consists of giving up the party’s ideological strategies and of shifting the focus of the election campaign on the pragmatic technology relying on the image of a popular leader.
